CONSTRUCTION MANAGER

The company

Tata Steel Minerals Canada Limited (TSMC) is a company that was formed to develop an Iron Ore project near Schefferville, Quebec on the border of Newfoundland and Labrador. TSMC is a joint venture between Tata Steel Limited (80%) and New Millennium Iron Corp (20%).

The projects

The mine and milling project is referred to as the Direct Shipping Ore (DSO) Project. It consists of upgrading high grade hematite ore to produce 4 MT/YR of sinter fines. The project is currently in the construction stage and due to start-up in 2012. TSMC and New Millennium are also involved in a feasibility study of a much larger Taconite Project.

Theopportunity

Reporting to the DSO Project Director and the Vice President of Projects, the construction manager will possess a proven track record of successfully leading and managing construction projects in cold climates including at least one project having a value exceeding $ 100 M.  As part of their experience, this individual will have supervised contractors and sub-contractors for civil, mechanical, electrical, and instrumentation project work.

Major Responsibilities

  • provide leadership & oversight to the DSO Project to manage construction activities and systems and ensure effective and efficient execution
  • be responsible to initially establish a complete construction management team and assume full project control & responsibility to set up and organize all required planning for project execution
  • hold all supporting parties responsible/accountable for delivery of all materials and Engineering packages as defined within the project execution plan
  • interface between the Project Execution Team and the centralized Montreal-based project group
  • approve contractors’ invoices for payment
  • provide leadership in the Project Planning process on an as-required basis to contractors, sub-contractors,  and the Project Executive team
  • ensure adherence to productivity targets and respecting of constraints by all construction contractors including the DSO-CM consultant
  • provide expert knowledge to and support the Construction Management team
  • be responsible for maintaining compliance to the construction budget, all quality requirements and the overall construction schedule
  • be responsible for successful handover of the completed facility to the DSO Operations team
  • be responsible for Project stewardship (construction portion) and preparing presentations for the Project Executive team identifying trends in cost, productivity & quality

Required Experience

  • Bachelor of Science or Master of Science in Mechanical or Civil Engineering;  or Mechanical or Civil Engineering degree from a recognized post-secondary institution
  • at least 15 years of hands on construction supervision experience (preferably over five years as Construction Manager) with Industrial/Mining construction projects in northern Canada
  • a Leader with a strong participative management style who is an advocate of open, honest and consistent behavior in the work place
  • a self-confidence and positive individual with confidence in their skills and abilities as Construction Manager
  • willing to stand against tough opposition on principles yet know when to adjust, adapt and be flexible as new information surfaces
  • an individual who consistently demonstrates a positive attitude, even in the face of opposition and/or criticism
  • an excellent communicator and an active listener
  • a pragmatic decision maker who uses common sense, initiative, and keen judgment to make sound decisions

The Opportunity

Reporting to the Chief EEI and Construction, the Electrical Engineer will manage the engineering team to ensure that all technical documentation is executed in accordance with the project requirement for quality, while respecting the pre-established constraints for budget (capital and services costs) and schedule. This person will also maintain an ongoing working relationship with the Project and Operation Team and with the key procurement, controls and construction team members.

Major Responsibilities:

  • Evaluates the future electricity needs in view of the development of the company projects
  • Plans the modifications and improvements of the electrical network in order to address the present and future needs.
  • Devises new systems of electricity distribution.
  • Establishes the necessary specifications on major equipment, researches different products and services, contacts the suppliers for the technical and financial information, submits proposals for approval.
  • Manages various projects, supervises the activities of the various consultants and entrepreneurs. Ensures the quality of the work, of the specifications, costs and timelines.
  • Plans and handles the meetings on Health and Security for the employees. Ensures that the Health and Security rules are followed, as well as for the respect of the environment.
  • Plans the interruptions of electricity production every 2 or 3 years, aiming at the network maintenance.
  • Provides technical support to the Electricians of the mines and to the other departments, takes part in the investigations and accidents analysis on the electricity related accidents.

Required Experience:

  • Bachelor Degree in Electrical Engineering.
  • 5 years industrial experience.
  • 2 to 3 years’ experience in the mining field in remote areas: an asset.
  • Knowledge and experience of Process Plant Control, Instrumentation and Automation system.
  • Knowledge of SAP.
  • Knowledge in Diesel Generator Power System maintenance.
  • Experience in Process Plant commissioning.
  • You will need to demonstrate strong communication skills, good team work, self- discipline, self-starter skills and resourcefulness.
  • Previous experience managing an electrical department: an asset.
  • Your ability to communicate in both English and French is essential.

Sous la supervision du Directeur de Produits, le Chef de Produits est responsable du développement de la gamme de produits « logiciel et/ou matériel » qui lui sera confiée, depuis sa conception jusqu’à sa commercialisation ainsi que tout au long de son cycle de vie. En accord avec la politique marketing définie par la direction, il élabore des recommandations pour sa gamme de produits, met en place une stratégie et s’assure de son application et de son efficacité. Il est le spécialiste de sa gamme, et en maîtrise tous les aspects. Il a aussi la responsabilité d’aligner ses activités avec la stratégie globale et les objectifs de l’entreprise.

Formation et expérience

  • Diplôme universitaire : BAC en génie avec une expérience idéalement enmarketing/gestion de gamme de produits ou
  • BAC en administration des affaires avec une expérience dans les produits techniques, idéalement en gestion de l’énergie, logiciels, électronique, automatisation …;
  • 4 à 5 années d’expérience dans le domaine des systèmes d’automatisations des bâtiments et/ou dans le domaine d’efficacité énergétique des bâtiments;
  • Expérience en gestion de produits;
  • Anglais et français, parlé et écrit.
